Once you have signed up and you don't want to wait until you get all the contest details early November, you can get an early head-start by building your first app prototype against the SMP cloud. As the REST APIs between SMP cloud and SMP3 are the same, you can start trying out some of your app ideas and be ready when the contest starts.
